What CELPIP Score Do You Need for PR and Citizenship?

Quick answer: For most Express Entry candidates, a strong target is CLB 9 (CELPIP 9) in all four skills, which earns maximum language points — but the minimum to qualify can be lower depending on the program. For Canadian citizenship, adults aged 18–54 generally need CLB 4 (CELPIP 4) in Listening and Speaking. Always confirm your exact requirement on the official IRCC page, then close the gap with free practice.
This article explains how CELPIP scores are used for immigration and citizenship. It is general information, not legal advice — requirements change, so verify the current numbers on the IRCC website for your specific program.
How CELPIP fits into Canadian immigration
CELPIP General is accepted by IRCC as proof of English ability. Because your CELPIP level equals your CLB level (a CELPIP 8 is CLB 8), you can read your score straight against the requirements below with no conversion. If you're still unsure how the scale works, start with CELPIP scores explained.
Express Entry: what score should you aim for?
Express Entry ranks candidates with a points system (the CRS), and language is one of the biggest levers you control.
- CLB 9+ in all four skills typically unlocks the maximum language points and boosts combination points with education and experience. This is the target many competitive candidates set.
- Federal Skilled Worker has a minimum around CLB 7 in each skill to be eligible.
- Canadian Experience Class minimums depend on your job's skill level.
The takeaway: going from CLB 7 to CLB 9 can add meaningful CRS points, so even one extra level per skill is worth the practice. Since points are awarded per skill, don't let one weak skill hold back your profile.
Canadian citizenship: the language requirement
To become a Canadian citizen, adults 18 to 54 at the time of applying must show CLB 4 or higher in Listening and Speaking. Reading and Writing are not part of the citizenship language requirement. CELPIP offers a shorter CELPIP-General LS (Listening and Speaking) test aimed at exactly this.
CLB 4 is an achievable, everyday level — but many people still lose easy marks to nerves. A few timed rounds of Listening and Speaking practice make a real difference.
A simple plan to hit your target
- Find your exact requirement. Check IRCC for your program and note the number per skill.
- Take a baseline. Do one realistic task in each skill to see where you are now.
- Attack your weakest skill first — that's where points come cheapest.
- Practise under real time limits, then review your mistakes instead of just repeating tasks.
